Dear Parents, Guardians, and Community Members,
At the school board meeting on September 14, 2017, the School Board passed several motions that awarded contracts and agreements for the construction of the new Middle School. The Board also approved PlanCon F and G, which moves the District closer to receiving reimbursement from the Pennsylvania Department of Education. This represents the culmination of nearly two years of analysis, planning, and evaluation. With the awarding of the contracts and agreements and approval of PlanCon F by the state, which has been received, the construction of the Middle School can now proceed.
As background on the bid process the District used, in June the Board authorized the administration to seek bids for the construction of the new Middle School. All bids were due by 3:30pm on August 3, 2017, at which time the District publicly opened, read, and recorded each bid. Along with the base bids, the District sought a variety of alternate bids to gauge the potential costs and savings of substitutions and changes to the base bid package. At the board workshop meeting on August 24, 2017, representatives from Breslin Architects and D’Huy Engineering presented the bid tabulations and recommendations of accepting or rejecting each alternate. On September 14, 2017, the Board voted to award the general construction contract to Boro Developers, Inc. (DBA Boro Construction) for $32,874,500. Also awarded to Boro Developers, Inc. was the Heating, Ventilating, and Air Conditioning (HVAC) Construction contract for $4,890,000.
The Board awarded the Plumbing Construction contract to Frey Lutz Corp. in the amount of $2,795,700, and the contract for Electrical Construction to Albarell Electric, Inc. for $5,314,449.
Several smaller professional services agreements were also awarded. The Construction Waste Management Professional Services Agreement and the Construction Testing and Special Inspection Services Professional Services Agreement were awarded to Waste Management, Inc. Each Agreement is for a not-to-exceed amount of $100,000. Finally, the Testing/Adjusting/Balancing Professional Services Agreement was awarded to Butler Balancing Company, Inc for a not-to-exceed amount of $72,000.
A kickoff meeting will be held on September 28, 2017 with the various contractors, Breslin Architects, D’Huy Engineering, and Upper Perkiomen School District officials.
The initial phase of construction, expected to begin the last week of September, will consist of Boro Construction excavating the property in preparation for laying the foundation. A groundbreaking ceremony will be held in mid-October, the date of which is still to be determined.

Upper Perkiomen Middle School Commission Number 633
The Upper Perkiomen School District will receive sealed bids for the construction of a new Middle School to be located in Upper Hanover Township, Montgomery County, Pennsylvania. Bids for all contracts shall be delivered to Sandra M. Kassel, Secretary to the Board of School Directors, no later than 3:30 PM prevailing time on Thursday, August 3, 2017 in the Board Room of the Upper Perkiomen School District Education Center located at 2229 East Buck Road, Pennsburg, Pennsylvania 18073, at which time bids will be publicly opened and read.
There will be a pre-bid meeting held in the aforementioned Education Center at 2:30 PM prevailing time on Wednesday, July 19, 2017. Attendance of all Prime Contract Bidders is mandatory.

This project is subject to the Pennsylvania Prevailing Wage Act, approved August 15, 1961, P.L. 987 (Act No. 442), as amended and supplemented, and reference is made to the prevailing minimum wage rates applicable to this project which have been promulgated by the Secretary of Labor and Industry.
Bidders shall refer to provisions of the Federal and State statutes, rules and regulations dealing with the prevention of environmental pollution and the preservation of the public natural resources that affect the project; said statement of provisions being submitted, as part of the specifications, pursuant to Section 3301 of the Pennsylvania Commonwealth Procurement Code, 62 Pa.C.S. § 3301.
Bids shall conform to all requirements as more fully set forth in the Bid Documents, including, inter alia, compliance with all applicable laws and regulations.
The Owner reserves the right to reject any or all proposals or any part thereof or items therein and to waive technicalities as it deems best to protect its interest.
